RV / Small Cars? - I did the drive in 2wd. There are some bumps but nothing crazy. most RVs or 2wd vehicles would get in there no problem. 

Access to Water - Very Gentle slope but a little brush needs to be cleared for easy access

Land Ownership / County - This is Shasta National Forest, in Shasta County.

Recreation- Would be a great hunting / summer camp, or base camp to adventuring. Fish for trout in the big creek. Burney Falls is just a couple miles away and you would have access to the Pacific Crest Trail as well.
